Over the next week or so, we will present the results of a 16-team,
25-round minor league draft. The first five rounds will feature stats and comments by Justin Shaffer and Stewart King for each player drafted.

The draft was held over the course of December, 2005 for a new long-term keeper league. This list isn't intended for you to draft directly off of; it represents 16 different owners, each with their own sets of information, and their own strategies.

Instead, look to it as a resource for players who you might not have heard of before, and as a general sense of the current market and valuations of the various minor league prospects.

To understand the market forces at hand, you need to first understand more about the league setup.

THE ROSTERS
Each team has a 40-man roster, which is filled via auction, and a 25-man low minor league roster, which is filled in this draft. The salary cap is set at $100M with a minimum salary of $300K and no maximum.

When a player is drafted, that team controls him for three years at the minimum salary ($300k), however that salary does not count against the cap ($100M) so long as he's in the low minors.

A team may promote a player from the low minors to the 40-man roster, at which point his contract will apply to the cap. After the initial three years expire, the player becomes arbitration eligible, allowing the team to hold onto that player according to the table below. A team may chose to non-tender a player thereby making him a free agent.

Contracts are guaranteed, so a player who's more than three years away from reaching the majors becomes an expensive gamble in this league, no matter how talented he is. Really, a team risks paying a player before he peaks and wasting that cap room on a guy who may or may not develop as projected.

In addition to the contract, minor league drafted players are subject to a one-time signing bonus based on draft slot. The first over-all pick got $5M, so that team took a hit towards the 2006 cap for that money. This also plays a strong factor in the draft order, as some teams felt it best to spend that cap room on guys with starting jobs locked down for 2006.

The point of all this is that the closer to the majors a player is, the more value he has. That's not unusual in most keeper leagues, but it is especially important in this league format.

Further, the minor league roster has position requirements that must be filled, this prevents a team from drafting 25 shortstops, for example. The actual position requirements aren't all that important, the point is simply that there are some loose rules for filling positions.

THE LEAGUE

The 16 teams are divided into 4 equal divisions with a Head-to-Head 6x6 format using the scoring categories listed at the right. The 21 week regular season is followed by a four week playoff comprised of each division champion.


DRAFT ELIGIBILITY
Hitters with less than 135 major league at-bats (thus no Jeff Francoeur, BJ Upton, etc) and pitchers with less than 50 IP (no Felix Hernandez, Zach Duke, etc) were draft eligible. In addition, the player must have signed his first contract with a club to be eligible.

Any hitter with less than 135 MLB at-bats or pitcher with less than 50 MLB innings pitched was eligible for the draft. Foreign players who sign prior to the draft and meet this AB/IP criteria, such as Kenji Johjima, were also draft eligible. Players were not eligible unless they had signed their first contract with a Major League club. Eligibility had to be achieved prior to the start of the draft, so players like Justin Upton were not eligible.
